You can make an appointment with the embassy through the
Portuguese Ministry of Foreign Affairs' online platform.
IMPORTANT:
If you are applying for citizenship on your own, you must make an appointment to then submit your application IN PERSON at the embassy.
If you are working with an attorney in Portugal, your application may be submitted online. (Source)

PRO TIP! Use a browser like Microsoft Edge for a more user-friendly experience.
After registering, log in to the appointment platform.
Follow the instructions linked below to move through the appointment-setting process.
PRO TIPS!
1. New appointments appear to open for the next month during the first week of the current month (i.e. August appointments open during the first week of July). The earlier in the current month you log in, the more appointments you will have to choose from!
2. Appointment dates get claimed fast. In our observation, appointment times for citizenship applications are offered weekdays from 12:00PM-12:30PM and 12:30PM-1:00PM. Plan to arrive 30 minutes early.
3. You are only allowed to make one appointment per registered account. Once you've confirmed an appointment, you will not be able to return to the appointment calendar to see other available appointments. You can reschedule if necessary, but you will be forced to cancel your current appointment. You are only allowed to make ONE appointment per account at a time.
THE WORK-AROUND: Register a second account using a secondary email! This will allow you to view appointment availability before rescheduling. You may also want to schedule a back-up appointment for a future month in case you run into delays getting your paperwork and can't make the first appointment.
If you can't make your appointment, be sure to officially cancel it in the online platform to free up the slot for someone else.
